Legislation is a function of the state, the purpose of which is to create, modify, delete or supplement the existing legal regulations. Legislative result is oriented to the creation of legal norms; Legislation includes not only the creation of norms, but also the preparatory process; The legislative process is legally regulated.
Nation, competent authorities and individuals have the legislative right. There are some opinions that courts are legislating law too, but it is a problematic question. In Lithuania courts are still thought to be only applying and interpreting institutions although it has to be admitted that courts take important part in legislation process.
