The road pricing debate rumbles on as it has for several decades. Until recently, though, it was a fairly academic argument as there existed no effective technological means for implementing road pricing. The conventional means of collecting road-use charges through “stop and pay” procedures is unacceptable for densely used roads (which are the ones of prime interest) owing to the size of the facilities required and the delays caused to traffic. The IT boom has changed all this. The technology to charge road-users quickly and efficiently is now in sight. All across Europe experiments are under way to develop and evaluate automatic debiting systems.
