In 1997 the ministers of culture in the Baltic Sea Region agreed that special attention should be given to co-operation in cultural heritage. Four working groups were established to safeguard and develop common policies and to spread and exchange knowledge and expertise. Responsible for the whole work is a working group of senior heritage experts called the Monitoring Group. The cooperation takes place under the umbrella of the Council of the Baltic Sea States. The respective Ministries of Culture have appointed the Monitoring Group members from all the Baltic Sea States, including Norway and Iceland, except Russia.

The working group deals with the challenges connected to how maritime heritage could and should be a resource in the contemporary development of our rural and urban landscapes. The working group works to raise awareness of these issues. It also suggests, promotes and initiates projects and actions for co-operation.
